Most lists of the benefits of peer review are accurate and not very useful, because they describe what can happen rather than what makes it happen. That gap is why two departments can adopt the same approach and come to opposite conclusions about whether it was worth doing.
This article takes the benefits one at a time and is explicit about what each one asks of your course design. It is aimed at anyone weighing up whether peer review belongs in a programme, and it includes the one benefit that is usually oversold.

This is the finding that surprises people, and it is the most robust one in the literature. When a student evaluates someone else's work against criteria, they have to hold a standard in their head and compare something concrete against it. That is a much more demanding cognitive task than reading comments on their own work, and it transfers directly to their own writing, because the next time they draft an introduction they have the standard available.
There is also a social effect that is easy to underestimate. Students rarely see other students' work. A second year who has only ever seen their own essays has no calibration at all, and often either overestimates or badly underestimates where they stand. Reading three peers' attempts at the same task tells them more about the range of possible answers than any exemplar an instructor can supply, because the work comes from people in the same position as them.
What this requires from your design. If giving feedback is where the learning sits, then the giving has to be treated as the main event. That means allocating class time to it, giving students a rubric they can genuinely apply, and crediting the quality of the review rather than only the quality of the submitted work. Courses that treat reviewing as an unpaid chore attached to a real assignment do not see this benefit.
Instructor feedback in higher education usually arrives after the grade, which is the one moment when a student has the least reason to read it. Peer review, placed on a draft, delivers comments at the point where the work is still moving.
The volume matters as well. A student who receives three peer reviews on a draft gets a range of reader reactions, and a pattern across three readers is more persuasive than one opinion from one marker. When two reviewers independently say they could not find the argument, that is difficult to dismiss.
What this requires from your design. There has to be real time between the review and the final submission, and there has to be a reason to act. The simplest mechanism is to ask students to submit a short note with their final piece explaining what they changed in response to feedback and what they chose not to change and why. That takes five minutes to read, it makes the revision visible, and it turns feedback from something received into something used.
Every professional field runs on peer evaluation of some kind. Engineers review each other's designs, clinicians discuss each other's cases, and almost everyone in a knowledge job spends part of their week reading a colleague's draft and saying something useful about it.
Peer review is one of the few activities in a degree that practises this directly. Students learn to separate the work from the person, to phrase criticism so that it can be heard, and to justify a judgement with evidence rather than preference. Those are teachable skills, and they are not taught anywhere else in most curricula.
What this requires from your design. The skill has to be named and taught, not assumed. Show students the difference between "this paragraph is confusing" and "I lost the thread here because the second sentence introduces a new claim before the first one is finished." Give them a structure to follow. Model a good review in class using an anonymised sample. Students who are told to give feedback without being shown what good feedback looks like will produce politeness, not judgement.
A great deal of institutional energy is currently going into the question of whether a submitted text was written by a student. Peer review does not answer that question, but it changes the shape of the problem, because it puts a second visible task around the artefact. A student who did not engage with the material can produce a plausible essay. It is considerably harder to produce a specific, criterion referenced critique of someone else's essay, and harder still to explain in a revision note what you changed and why.
This is not a detection mechanism and it should not be sold as one. It is a design response. The more of the assessment that consists of visible reasoning about the work, the less weight sits on the final artefact alone.
What this requires from your design. The review and the revision have to carry assessable weight. If only the final document is graded, the design change has not happened.
When a cohort applies the same rubric to the same kind of work, the spread of their ratings is data about their understanding. A criterion where student ratings cluster tightly is one the class understands. A criterion where ratings are scattered across the whole scale is one that has not been taught yet, whatever the lecture slides say.
This is fast to read and immediately actionable. Fifteen minutes with the analytics after a review round usually produces one clear thing to reteach, and a short list of students whose work was rated low by every reviewer and who need a conversation before the final deadline.
What this requires from your design. Someone has to actually look. This is the benefit most often left on the table, because the round closes, the grades go out and the teaching team moves to the next topic.
Peer review is often introduced as a way to reduce marking workload. It can reduce workload, but usually not in the first semester and rarely in the way people expect.
Setting up a good peer review activity takes time. Writing student facing criteria, preparing a calibration exercise and deciding the exception rules is real work, and it happens before the course starts. What it buys you is a cohort that arrives at the final submission having already had two rounds of feedback, which makes the final marking faster and less repetitive, and a set of automated logistics that removes the allocation and chasing entirely.
The honest framing is that peer review redistributes effort from marking to design, and that the second year of running it costs a fraction of the first. Institutions that present it as an immediate time saving set their faculty up for disappointment. Read the five benefits together and a pattern emerges. Almost none of them come from the peer feedback itself. They come from students doing the work of judging, from feedback arriving early enough to matter, and from the teaching team looking at what the round revealed. The tool makes that possible at scale by handling allocation, reminders, anonymity and grading so that the design decisions are the only thing you have to think about.
That is the useful way to decide whether peer review belongs in your course. Not "will students give each other good feedback", which is partly outside your control, but "am I willing to teach the reviewing, leave room for revision, and read what the round tells me". If the answer is yes, the benefits are reliable. If the answer is no, a tool will not supply them.
